Comic Life is an award winning Mac program which allows to turn your photos and other images into comics. It's gotten rave reviews from Mac users since its initial release, and now there is a Windows beta available (click the title link to find it.)
Personally, I've opted for the more robust Manga Studio Pro... but the Pro version is probably out of the budgets of most aspiring comics creators... even the lite version is about twice as much as Comic Life, which retails for $24.95. Of course the beta is even cheaper, at a whopping cost of .... FREE!
And even for Manga Studio users, I bet there could tricks for speeding up your workflow using both.
